Abstract

This study explores the synergy between public policy, economic value creation, and digital capability in supporting the sustainability of white tea micro, small, and medium enterprises (MSMEs) in West Java. Using a mixed-methods approach, the research focuses on the case of CV Mina Imani Mulia (MIM), producer of the local “Zunda” white tea brand. Results indicate that premium production strategies, market segmentation, and digital integration (e.g., e-commerce, fintech) significantly contribute to competitive advantage and business continuity. Additionally, the application of the Economic Value Added (EVA) framework reveals financial inefficiencies that must be addressed. This study emphasizes that digital capability defined as the ability to adopt, utilize, and scale digital tools—has become a pivotal factor for MSMEs in rural agri-business settings. Findings offer practical implications for policymakers, entrepreneurs, and sustainability- oriented business developers.
