[QUALITY IN JORDANIAN PRIVATE UNIVERSITIES: A DESCRIPTIVE STUDY THROUGH PREVIOUS STUDIES] الجودة في الجامعات الخاصة الأردنية : دراسة وصفية من خلال الدراسات السابقة

During the past decade, many Jordanian universities have obtained quality accreditation, whereas other universities have failed. Some scientific studies have been conducted on that. Therefore, the current study aims to identify the degree of application of comprehensive quality management standards in Jordanian private universities. The study, through previous studies, also aims to identify the most important obstacles. The objectives of the study are achieved through the descriptive analytical approach on previous studies, the number of which reached (7) studies in the period from (2004 to 2018) The results show that the degree of application of comprehensive quality in Jordanian private universities ranges from medium to high, while some studies indicated that the degree of application was great in some areas and average in others. It was also found that there are obstacles related to top management in private universities, such as weak focus on continuous performance improvement, low desire of the university to apply comprehensive quality standards, and financial obstacles that deter the application of comprehensive quality management. It was also found that the most important problems facing the application of quality standards in private universities are: job instability for the faculty members, the incompatibility of the number of faculty members with the number of students, and the profitability orientation for private universities. Considering the results, the researchers recommend that officials in private Jordanian universities should be informed of the results of previous studies and the degree of application of those universities for the principles of comprehensive quality to take decisions that contribute to work on the application and follow-up of these principles. University officials also should work to vary funding sources and conduct a study on the impact of obstacles in applying comprehensive quality on the indicators of improving performance in Jordanian private universities.
خلال العقد الماضي حصلت العديد من الجامعات الأردنية على اعتماد الجودة، في حين فشلت جامعات
أخرى في الحصول عليها، وقد أجريت عن ذلك بعض الدراسات العلمية؛ وبناء عليه هدفت هذه الدراسة
إلى التعرف على درجة تطبيق معايير إدارة الجودة الشاملة في الجامعات الخاصة الأردنية، والتعرف على أهم
المعوقات التي تعيق تطبيق إدارة الجودة الشاملة في تلك الجامعات. وتم تحقيق أهداف الدراسة من خلال
المنهج الوصفي التحليلي على الدراسات السابقة بلغ عددها) 7 ( دراسات سابقة في الفترة ما بين ) 2004 -
2018 (. وقد أظهرت النتائج أن درجة تطبيق الجودة الشاملة في الجامعات الخاصة الأردنية قد تراوحت بين
متوسطة وكبيرة، في حين أشارت بعض الدراسات إلى أن درجة التطبيق جاءت كبيرة على بعض المجالات
ومتوسطة على المجالات الأخرى. وقد يعود ذلك إلى اختلاف مجالات أداة الدراسة لدى الدراسات السابقة،
وأن بعضها اقتصر على مجالات ديمنج دون غيرها، وقد بعود إلى عينة الجامعات التي تم اختيارها، لأن بعض
الجامعات الخاصة الأردنية حصلت على معايير الاعتماد.كما تبين وجود معوقات تتعلق بالإدارة العليا في
الجامعات الخاصة كضعف التركيز على التحسين المستمر للأداء، وضعف الرغبة لدى الجامعة لتطبيق معايير
الجودة الشاملة، ووجود معوقات مالية تحد من تطبيق إدارة الجودة الشاملة، كما تبين أن أهم المشكلات التي
تواجه تطبيق معايير الجودة في الجامعات الخاصة هي: عدم الاستقرار الوظيفي لأعضاء هيئة التدريس، وعدم
تناسب أعداد أعضاء هيئة التدريس مع أعداد الطلبة، وتوجه الجامعات الخاصة نحو الربحية. وفي ضوء النتائج
أوصى الباحثان بضرورة إطلاع المسؤولين في الجامعات الأردنية الخاصة على نتائج الدراسات السابقة حول
درجة تطبيق تلك الجامعات لمبادئ الجودة الشاملة لاتخاذ قرارات تسهم في العمل على تطبيق تلك المبادئ
ومتابعتها، والعمل على تنويع مصادر التمويل في الجامعات الخاصة من خلال عمل دورات متخصصة تقدم
للمجتمع المحلي، والقيام بعمل استثمارات تسهم في زيادة التمويل تساعد في توفير الأبنية والأجهزة، والقاعات
التي تتطلبها الجودة الشاملة، وإجراء دراسة حول أثر معوقات تطبيق الجودة الشاملة في الجامعات الخاصة
الأردنية على مؤشرات تحسين الأداء فيها.
