Abstract

Integriti akademik merupakan asas utama kepada kredibiliti dan akauntabiliti institusi pengajian tinggi (IPT), namun perbincangan mengenainya di Malaysia sering bersifat normatif dan tidak sepenuhnya mencerminkan realiti pelaksanaan. Walaupun pelbagai dasar dan garis panduan telah diperkenalkan oleh pihak berautoriti, insiden ketidakjujuran akademik, salah laku penyelidikan serta kelemahan penyeliaan masih berulang dan menjejaskan reputasi institusi. Situasi ini menunjukkan wujudnya jurang antara pendekatan integriti yang berasaskan pematuhan prosedur dengan keperluan pembentukan akauntabiliti akademik yang berpaksikan nilai moral yang lebih mendalam. Bagi merungkai jurang ini, kajian ini menggunakan analisis dokumen dan analisis kandungan terhadap garis panduan integriti akademik IPT Malaysia serta literatur ilmiah berkaitan integriti dan etika Islam bagi mengenal pasti kelemahan konseptual dan asas pembinaan kerangka integriti yang lebih holistik. Dapatan kajian menunjukkan bahawa pendekatan sedia ada cenderung menekankan mekanisme kawalan luaran, manakala dimensi etika dalaman, kesedaran moral dan tanggungjawab akademik kurang diberikan penekanan. Sehubungan itu, artikel ini mencadangkan satu pendekatan integriti akademik berteraskan nilai Islam, khususnya tauhid, amanah, kejujuran dan tanggungjawab, sebagai asas pengukuhan akauntabiliti institusi. Pendekatan ini berpotensi memperkukuh tadbir urus akademik, membentuk budaya ilmu yang beretika dan menyumbang kepada kelestarian reputasi IPT Malaysia di peringkat global.

 

Academic integrity is a fundamental pillar of credibility and institutional accountability in higher education; however, discussions on this issue in Malaysia often remain largely normative and insufficiently reflective of implementation realities. Despite the introduction of various policies and guidelines by regulatory authorities, recurring incidents of academic dishonesty, research misconduct, and weaknesses in supervisory practices continue to undermine institutional reputation. This situation highlights a clear gap between compliance-oriented integrity frameworks and the need for a deeper, value-based foundation of academic accountability. To address this gap, this study employs document analysis and content analysis of academic integrity guidelines in Malaysian higher education institutions alongside scholarly literature on Islamic ethics and integrity to identify conceptual limitations and the foundations of a more holistic integrity framework. The findings reveal that existing approaches tend to prioritise external regulatory control, while insufficient emphasis is placed on internal ethical formation, moral awareness, and academic responsibility. In response, this article proposes an academic integrity approach grounded in core Islamic values—namely tauhid (God-consciousness), amanah (trust), honesty, and responsibility—as a basis for strengthening institutional accountability. This values-based framework extends beyond procedural compliance by fostering ethical academic practices and a sustainable culture of knowledge production. Overall, the study contributes to the academic integrity discourse by offering a contextually grounded and theoretically robust Islamic normative perspective with the potential to enhance the global credibility and long-term sustainability of Malaysian higher education institutions.
