PENDEKATAN KERJA SOSIAL KOMUNITI SEBAGAI MEKANISME PENDAYAUPAYAAN KOMUNITI NELAYAN
Community Social Work Approach as a Mechanism of Fishing Community Empowerment
Abstract
Abstract: This article discusses on the approach of the social work community in improving the empowerment of the fisherman community. The community empowerment is a community development process that is significant to the fisherman community to ensure their perfect survival, without expecting any favor from the outsiders. The fisherman community is one of the communities that is often being highlighted by all parties during the process of community empowerment. Even though until now, there are still issues and problems that have a negative impact on the fisherman community including the problem of the member participation and the ability to be independent, which will have an impact for the long-term duration in the community. The community social work approaches to implement the empowerment to be holistic and effective for the fisherman community. Throughout the process of this approach which will be applied will have a positive impact to the fisherman community. The community will be directly involved in determining the development in their community, and they are not only considered "beneficiaries" as well actively role as "developers" in developing their own communities.

Abstrak: Artikel ini membincangkan tentang pendekatan kerja sosial komuniti dalam meningkatkan pendayaupayaan komuniti nelayan. Pendayaupayan komuniti adalah proses pembangunan komuniti yang cukup penting kepada komuniti nelayan bagi menjaminkan kelangsungan hidup mereka secara sempurna, tanpa mengharapkan bantuan daripada pihak luar komuniti. Komuniti nelayan merupakan antara komuniti yang sering menjadi perhatian oleh semua pihak dalam proses pendayaupayaan komuniti. Namun sehingga kini, masih terdapat isu dan permasalahan yang memberi impak yang negatif kepada komuniti nelayan termasuklah permasalahan penyertaan ahli komuniti dan keupayaan untuk berdikari dengan sendiri hingga mampu memberi kesan dalam jangka masa panjang. Pendekatan kerja sosial komuniti merupakan satu pendekatan bagi melaksanakan pendayaupayaan komuniti nelayan secara holistik dan berkesan. Menerusi proses kerja sosial komuniti yang diaplikasikan akan memberi kesan yang baik ke atas komuniti nelayan. Komuniti nelayan akan terlibat secara langsung dalam menentukan pembangunan dalam komuniti mereka, dan mereka bukan hanya dianggap sekadar “penerima” tetapi turut berperanan secara aktif sebagai “pembangun” dalam membangunkan komuniti mereka sendiri.
