High Intensity Political Activism: The Case Study of PAS in Terengganu in the 15th General Election

Abstract: Political party programs are vital for shaping a party's identity and achieving electoral success. This study explores the most impactful programs led by the Pan-Malaysian Islamic Party (PAS), which contributed to its victories in the 2018 and 2022 General Elections in Terengganu. The research aims to identify the forms and formats of PAS programs that resonate most with voters, focusing on the role of committed activists in these initiatives. Using a qualitative approach, in-depth face-to-face interviews were conducted with sixteen PAS activists, selected through purposive sampling. Data were analyzed thematically through content analysis to extract key themes related to the programs’ impact. The study found that PAS’s continuous welfare and social service programs, along with well-organized election campaign activities, had the most significant influence on voter engagement and electoral success. These programs strengthened the party’s community presence and improved its electoral machinery. The study recommends that political parties increase their focus on welfare and social service programs to enhance their connection with voters. Additionally, strengthening campaign strategies is crucial for maintaining electoral competitiveness. Parties that fail to position themselves effectively through community engagement and robust campaign efforts risk poor electoral outcomes. This research contributes to a deeper understanding of the types of political programs that drive electoral success, particularly in the context of PAS in Terengganu, offering valuable insights for political parties aiming to strengthen their grassroots influence.

Abstrak: Program parti politik sangat penting dalam membentuk identiti parti dan mencapai kejayaan pilihan raya. Kajian ini meneroka program-program yang paling berimpak yang diketuai oleh Parti Islam Se-Malaysia (PAS), yang menyumbang kepada kejayaan dalam Pilihan Raya Umum 2018 dan 2022 di Terengganu. Penyelidikan ini bertujuan mengenal pasti bentuk dan format program PAS yang paling memberi kesan kepada pengundi, dengan menekankan peranan aktivis parti yang komited dalam pelaksanaannya. Menggunakan pendekatan kualitatif, temu bual bersemuka yang mendalam dijalankan dengan enam belas aktivis PAS, yang dipilih melalui kaedah pensampelan bertujuan. Data dianalisis secara tematik menggunakan teknik analisis kandungan untuk mengenal pasti tema-tema utama yang berkaitan dengan impak program tersebut. Kajian ini mendapati bahawa program kebajikan dan perkhidmatan sosial PAS yang berterusan, bersama aktiviti kempen pilihan raya yang tersusun, memberikan pengaruh paling besar terhadap penglibatan pengundi dan kejayaan pilihan raya. Program ini mengukuhkan kehadiran parti dalam komuniti dan memperbaiki jentera pilihan raya mereka. Kajian ini mencadangkan agar parti politik meningkatkan tumpuan kepada program kebajikan dan perkhidmatan sosial untuk mengukuhkan hubungan dengan pengundi. Di samping itu, memperkukuh strategi kempen adalah penting untuk mengekalkan daya saing pilihan raya. Parti yang gagal meletakkan diri mereka secara efektif melalui penglibatan komuniti dan usaha kempen yang kukuh berisiko mengalami keputusan pilihan raya yang lemah. Penyelidikan ini menyumbang kepada pemahaman yang lebih mendalam tentang jenis program politik yang mendorong kejayaan pilihan raya, khususnya dalam konteks PAS di Terengganu, serta menawarkan pandangan berharga untuk parti politik yang ingin memperkukuh pengaruh akar umbi mereka.
